The Exchange Visitor (J) non-immigrant program refers the work-and study-based exchange visitor programs. U.S. high school student exchange program is an international cultural exchange program officially designated by the U.S. State Department.
After the World War II, the state launched the program in order to strengthen international ties between countries, improve relationships between nations, and promote world peace. The US government passed the "Information and Education Exchange Act (Smith- "Mundt Act"", which establishes a basic framework for exchange of visits. In 1961, the bill was expanded into the "Fulbright-Hayes Act", which resulted in an exchange program.
As of now, over 20,000 students from over 60 countries and regions around the world participate in exchange programs.
